A liberating program

Depuis 1990, les Independent Power Producers et autres industriels ont consommé plus de 7 millions de tonnes de charbon, et la masse de cendres de charbon générée est estimée à un peu plus de 1 million de tonnes. Les cendres de charbon sont dispersées dans les champs sous cultures et autres lieux, et/ou enfouis dans le sol sans système d’étanchéité naturel ou artificiel ; les mâchefers sont aussi répandus sur les chemins non asphaltés. En 2007, face à la consommation accrue de charbon et les risques environnementales et sanitaires, le ministère de l’Environnement avait institué un Technical Advisory Committee (TAC)  sur la gestion des cendres de charbon et le rapport final du comité a été soumis en 2009.

One cannot define a noun by its adjective. Only the dictionary approach explains fairness as “the quality of being fair”. However, the layman would not understand the meaning of fairness if he could not grasp what is fair. The Report Banking Your Future of the Bank of Mauritius (BoM) treats fairness as a central theme but does not define it properly in the layman’s language.

“The world is running too fast” is a common, plaintive cry that we get to hear all too often, but the real fact is that we are all caught up in a rat race with no definite end point. We keep running, seldom knowing where exactly we are heading. In the process, we cram the day with a number of unnecessary activities and undertakings.
Pour divertir un bambin (âge ? 18 mois environ), en train de chialer à perdre haleine, on le prend dans ses bras et on lui permet exceptionnellement de s’amuser avec un interrupteur électrique. On ! la pièce s’éclaire tout de go : Off : La pièce plonge dans l’obscurité. On ! ré-illumination Off : ré-marée noire. Bambin dit : « Lumière sera ! » ! Et lumière est. « Ténèbres sera ! » Nuit totale. Un accès à un interrupteur on/off et voilà notre bambin car capable de commander au jour comme à la nuit, au Soleil comme à la Lune, à la Lumière comme aux ténèbres.
