Dulloo’s role during the crisis of 1983

From October 1982 to Feb 1983, Madan Dulloo has been working on gathering supports in case the split would occur. He was right, it finally happened.
On that Tuesday of 1983, when Berenger resigned, there were 4 groups of MPS as follows:
Pro Bérenger: Laclé, Dayalah, Boulle, Lee Cheong Lem, Khodabux, Uteem, Gendoo, Baligadoo, Koonjoo, Fokheer, Gokhool, Poonoosamy, Gungah, Lochun, Jaddoo, Lutchmeenaraidoo, Kasenally, Ganoo, Navarre, Jawaheer (PSM), Maudarbocus, Peerthum, Canabady, Gayan, Lafrance, Rothou, Ruhee (PSM), De L'Estrac, Aumeeruddy, Cuttaree, Salesse (31+Paul);
PSM: Boodhoo, Padaruth, Nundalalee, Ramjuttun, Gooljoory, Daby, Gungoosingh, Molaye, Jocelyn Seenyen, Deerpalsingh, Beedassy, Mahadoo, Offmann, Ramdhayen (14);
Dulloo group: Michel, Bundhun, Parsooraman (PSM), Utchanah, Soobhadar (PSM), Gobhurdhun, Asgarally, Choolun, Ramsewak, Finette (10 + Dulloo);
Pro-Jugnauth: Bhayat, Poonith (2+ Jugnauth).
It was obvious that the Boodhoo (PSM) was with Jugnauth. And with the support of Dulloo's group, Jugnauth reached 29 missing four to have a hung parliament. On the other hand, Berenger had 32 MPs + Rodrigues, but Jaddoo was away on mission while Fokeer, Gungah, Lutchmeenaraidoo and Kasenally were inclined to join Dulloo.
Peerthum and Gayan proposed to counter Dulloo as negotiator and offered to be the "envoyés" of Bérenger to Jugnauth. They were infact lying
to both Paul and Anerood and were trying to push themselves forward as PM. Seeing that his majority might be eroded as both Gayan and Peerthum were with him because they wanted to be PM, Bérenger offered Madan Dulloo the post of PM.
In Pauls' calculation, even if Dulloo was to lose 50% of his group (Michel, Bundhun, Parsooraman, Gobhurdhun, Choolun and Ramsewak were faithful to Dulloo), his arrival would stop Fokeer, Gungah, Jaddoo, Lutchmeenaraidoo and Kasenally from moving away. Under the scenario of Dulloo to be PM, Gayan and Peerthum slammed the door on Bérenger angrily and negotiated a post of Minister with Jugnauth. With now 31 over 66 MPs, Jugnauth was still in minority. Bérenger had 30 on 66.
MD worked up the Rogrigues MPs and got Felicité to convince Serge Clair to take an independent stand. Jugnauth still had 31 and Paul 30 on 64 MPs (4 best losers were Michael Glover, Marie-France Roussety, Gaëtan Duval & Nicol François).
At a public meeting at St Jean, Bérenger, De L'Estrac and Ruhee insulted Dulloo publicly. Ramduth Jaddoo arriving straight from the airport, went to talk in the meeting, thinking Berenger had the majority. Dulloo supporters had registered the meeting.
Taking knowledge of the insults that Friday night, Dulloo officially announced that he supported Jugnauth. That night was crucial as Dulloo convinced Gungah, Jaddoo and Lutchmeenaraidoo to join him in supporting Jugnauth. Meantime Bérenger offered deputy leader of MMM and DPM positions to Fokeer and Kasenally.
Paul retained the two but his numbers were reduced to 27 with the departure of Jaddoo, Gungah and Vishnu. The following Monday Anerood formed his new Government.

Very interesting indeed. Specially regarding those who still think they are still needed in the public sphere although they have long passed their sell-by dated.
Berenger of course runs the show when it comes to resilience and Hillary-type refusal to step down. Joined in by Lutchmneenaraidoo and Dulloo. De l'estrac desperately wooing Navin directly, or more recently, via the newly-opened Gregoire route, for the Reduit job. Michel still speaking nonsense but winning his strategic minority into some recognition. Do any of these people have any respect for the Mauritian people? |

Good piece of history there!
Whatever were the causes of the 1983 split the event was the decisive moment for many MMM supporters to turn against Berenger for he proved to be so unbelievably insensitive to their hopes, which he had been kindling for years. How could he have kicked, in their name, this golden opportunity of a 60-0 government after years of arduous "battles" and sacrifices? Workers , mainly of the Docks and the Transport industry sacrificed their jobs, and the happiness of their families by going on strike as a show of support for Berenger. Because those strikes were illegal many workers lost their jobs, and remained unemployed for years. Many died unemployed leaving their children in abject poverty. By what right did Berenger orchestrate this resignation? This goes to show that he has always used others for selfish ends...."no emotions in politics" he says. I do not think there is a place in Mauritian politics for such cold-bloodedness. Mandouq |
