THE FOLLOWING PROPOSAL WILL BE MADE TO MEMBERS 0F PARLIAMENT OF MAURITIUS FOR THE CONSTITUTIONAL REFORM:

TO REPEL FIRST SCHEDULE, SECTION 3, PARAGRAPH 4, OF THE CONSTITUTION OF MAURITIUS

First Schedule, Section 3, Paragraph 4: “For the purposes of this Schedule, the population of Mauritius shall be regarded as including a Hindu community, a Muslim community and a Sino-Mauritian community; and every person who does not appear, from his way of life, to belong to one or other of those 3 communities shall be regarded as belonging to the General Population, which shall itself be regarded as a fourth community.”

And REPLACE IT BY:

In the first instance we need to return to the point of 1968 when the Republic of Mauritius bought its independence by selling Diego Garcia to the British. The population should have been described in the following ethnic categories:

1)  Black - Native Population

2) Creoles - the mixed population as a consequence of colonisation

And descendants of the immigrants in either one of these categories

3) European - descents from Europe

Asian population who originate from British-India and China

4) Asian British - Indian immigrants

5) Asian Chinese immigrants

THE TERM OF MAURITIAN BE INCLUDED IN THE CONSTITUTION AND WILL MEAN:

The process to become a Mauritian should have started then to create a proper Mauritian society.

As it was not done, GRAN LEKOL FILOZOFI  is proposing to Members of the Parliament of Mauritius that the following is done NOW:

A Citizen of Mauritius aged 18 or above who solemnly affirms to uphold the values of the Republic of Mauritius, Africa.

- Taking the oath to be Mauritian is establishing a contract between the Republic of Mauritius and the Citizen of Mauritius

The consciousness of the Mauritian is to be an African in thought, in word and in action and be prepared to become an African and part of the African nation. The African is a Free Human.

FOR THE PURPOSE OF THE BUILDING A UNIFIED SOCIETY IN THE REPUBLIC OF MAURITIUS, AFRICA

Then and only then the citizen could use the category they believe would suit them best:

  • Natives Africans
  • Kreoles

And descendants of continents other than Africa, either one of these categories:

  • Euro-Mauritian from Europe

Asian population who originate from British-India and China who could use any category below:

  • Asian-Mauritian or
  • Hindu-Mauritian
  • Muslim-Mauritian
  • Tamil-Mauritian
  • Sino- Mauritian

and every person who does not appear, from his way of life, to belong or refuse to associate to one or other of those ethnic communities above all be regarded as belonging to the either

  • Permanent Resident-Mauritian

Those refusing to take the oath to be Mauritians will be in the category

  • Permanent Resident.

Any Citizen of Mauritius who does not uphold the values and found to be in breach of the oath to be a Mauritian, will lose the status of Mauritian and lose the privileges attached to the said status. We will always nature the hope that this action is the very first step that would lead to an Native African Identity Card for all Africans so that no Native African will ever say:

Africa does not know I exist!

The values of the Republic of Mauritius will be developed and presented to all ethnic communities in society.
